- Along with this letter, I am bringing to your attention Circular No. 1 of 2022 for Public Servants regarding the Daily Subsistence Allowance for official travel within the country for implementation and record-keeping in your offices. This circular will take effect from July 1, 2022.

CIRCULAR NO. 1 OF 2022 FOR GOVERNMENT SERVANTS
REGARDING DAILY SUBSISTENCE ALLOWANCE FOR OFFICIAL TRAVEL WITHIN THE COUNTRY
INTRODUCTION
- The current rates for daily subsistence allowance for official travel within the country were established through Circular No. 4 of 2014 regarding Daily Subsistence Allowance for Official Travel Within the Country. Considering the rise in the cost of living, the Government has revised the rates for daily subsistence allowance for official travel within the country.
CITY STATUS
- For the purpose of paying the daily subsistence allowance, the status of cities and other areas has been divided into three categories as follows:
i. Cities and Municipalities;
ii. Regional and District Capitals; and
iii. Other areas.
NEW ALLOWANCE RATES
- The new rates for daily subsistence allowance will be as follows:

TRAVEL EXPENSES (ON TRANSIT)
- When a Government servant is in transit for six (6) hours or more/outside the region where their duty station is located, they will be entitled to fifty percent (50%) of the daily subsistence allowance per day at the rate of the destination for transit expenses.
DAILY SUBSISTENCE ALLOWANCE FOR A CHILD
- In the event that an officer must travel with a child under the age of three (3), fifty percent (50%) of the officer’s (parent’s) allowance rate will be added to cover the child’s expenses.
PERMISSION TO STAY IN A HOTEL WITH HIGHER COSTS THAN THE DAILY SUBSISTENCE ALLOWANCE
- The Government’s purpose in increasing the rates of daily subsistence allowance is to benefit its servants while at the same time reducing Government expenditure by requiring servants to stay in affordable hotels.
- However, in the event that a leader/leaders are required to stay in a hotel with costs higher than the daily subsistence allowance due to official reasons, the Responsible Officer may do one of the following:
i. Pay/cover the full board costs of accommodation and meals without additional funds; or
ii. Pay/cover the accommodation costs (half board) along with paying half of the daily subsistence allowance to cover meal expenses.
CONTROL OF EXPENDITURE
- Every Responsible Officer is expected to pay the new allowance rates using funds approved in their budget for the relevant year. Therefore, it is the duty of the Responsible Officer to adhere to these rates and control the travel of officers under their supervision to avoid unnecessary trips.
OTHER MATTERS
- The new rates for daily subsistence allowance will also apply to Government Agencies and Institutions as well as Public Corporations that receive one hundred percent (100%) Government subsidies. Additionally, Public Corporations that operate commercially will be allocated daily subsistence allowance rates by the Registrar of the Treasury and obtain approval from the Permanent Secretary – Public Service before implementation.
EFFECTIVE DATE
- This circular will take effect from July 1, 2022, and replaces Circular No. 4 of 2014 regarding Daily Subsistence Allowance for Official Travel Within the Country.
