CIRCULAR NO. 3 OF 2022 TO GOVERNMENT EMPLOYEES
SALARY ADJUSTMENTS FOR PUBLIC SERVANTS FOR THE FINANCIAL YEAR 2022/2023
Introduction
- The government continues to implement the Pay and Motivation Policy in the Public Service established in 2010. As part of fulfilling the objectives of this policy, the government has made salary adjustments for its employees, effective from 1st July 2022. Following these adjustments, the minimum monthly salary has increased by 23.3%, from Tsh 300,000 to Tsh 370,000 per month. Other salary categories have also been adjusted proportionally.
- As a result of these changes, the salary structure outlined in Circular No. 1 of 2015 will be replaced by this new structure. Additionally, starting salaries based on Education, Training, and Job Levels will continue to follow guidelines issued by the Office of the President, Public Service Management and Good Governance.
Employees Affected by These Adjustments
- The salary adjustments apply to all public servants employed by central and local government entities, employees in public institutions, and any individuals entitled to salaries in alignment with this structure who had active contracts as of 1st July 2022.
Employees Receiving Personal Salaries
- Employees receiving personal salaries higher than their current job grades in the government salary structure will also benefit from these adjustments if their salaries fit into the new levels. However, personal salaries outside these limits will not be subject to these adjustments.
Implementation Date
- This Circular takes effect from 1st July 2022 and replaces Circular No. 1 of 2015. All employers are required to adjust their employees’ salaries according to the new levels specified in this Circular.
