GOVERNMENT EMPLOYEES CIRCULAR NO. 3 OF 2022
SALARY ADJUSTMENTS FOR PUBLIC SERVANTS FOR THE FINANCIAL YEAR 2022/2023
Introduction
- The Government is continuing to implement the 2010 Public Service Salary and Motivation Policy. In the process of achieving the objectives of this policy, the Government has made salary adjustments for its employees effective from 1st July 2022. Following these adjustments, the minimum salary has been increased by 23.3% from TZS 300,000 per month to TZS 370,000 per month. Other salary scales have been increased by varying percentages.
- As a result of these changes, the salary scales provided in Government Employees Circular No. 1 of 2015 will now be as shown in Appendices No. 1 – 11 of this Circular. Additionally, salaries based on Education, Training Period, type of work, and skills will be as specified in the relevant Service Development Structures along with various guidelines issued by this Office.
Employees Affected by These Salary Adjustments
- These adjustments apply to employees of the Central Government, Local Government employees, employees of Public Institutions, and employees who will be on leave related to resignation or retirement after 1st July 2022.
Employees Receiving Personal Salaries
- Employees who receive personal salaries (Personal Salaries) within the Government salary scales and which are higher than their actual positions (Substantive Post) in the Government will be affected by these adjustments if their positions and salaries fall within the new salary scales. However, employees receiving personal salaries outside the Government salary scales will not be affected by these adjustments.
Effective Date of Changes
- This Circular will take effect from 1st July 2022 and replaces Government Employees Circular No. 1 of 2015. All employers affected by this Circular are required to adjust their employees’ salaries according to the scales provided in this Circular.
